The video is compressed inside this tab: it is not uploaded anywhere. The price of that is time — the browser recounts every frame, and the tab has to stay open. A phone can do it too, but slower, and it warms up.
The biggest saving comes from the frame size, not from the quality slider: a 4K clip in 1080p weighs a quarter of the original at the same picture. What is already compressed — a video downloaded from a social network — will barely shrink further, and the page says so afterwards.

Good to know
Two goals, two ways of counting
“Fit into 25 MB” and “make it lighter but keep it watchable” are different tasks, and one setting cannot serve both. When a size is the goal, the bitrate is calculated from it — the result lands inside the limit, and the estimate is close. When the picture is the goal, quality is fixed instead and the size comes out as it comes out; the estimate is then approximate, and it says so. Guessing which of the two you meant would be worse than asking.
The frame size saves more than the quality setting
A clip shot in 4K holds four times the data of the same clip in 1080p — at a picture nobody tells apart on a phone screen or in a chat. That is why the frame size sits next to the mode and defaults to 720p: it is the lever that actually moves the weight. The quality setting only fine-tunes what is left.
The price is time, and it is named beforehand
A browser recompresses video frame by frame in a single thread: a minute of footage is minutes of work, and the tab has to stay open all that time. The engine itself weighs about thirty megabytes and is downloaded once. Both numbers are on the page before you press, because the honest thing is to let you decide with them in hand — not to discover them halfway through.

Is the video uploaded to a server?
No. It is read into this tab and recompressed here. That is also why it takes time: the work happens on your machine rather than on somebody's server farm.
How much smaller will it get?
In the size mode — exactly to the limit you picked, minus a small safety margin. In the quality mode it depends on what you started with: video from a camera or a phone usually loses half to three quarters of its weight.
Why did my file barely change?
Because it was already compressed — typically a video downloaded from a social network. There is little left to squeeze; a smaller frame size helps, and the page says plainly when the result did not get smaller.
Can I do this on a phone?
Yes, and it works — just slower, and the phone gets warm. Keep the tab open and the screen awake; a browser cannot finish the job in the background.
What is the limit on length and size?
500 MB and 20 minutes. Beyond that a browser needs hours, and a program on the computer is the better tool — saying so is more useful than letting you wait.
